Dr. William Grossmann is vice president and chief scientist
with SAIC Consulting--a business unit of Science Applications International
Corporation. Previously Dr. Grossmann was director of Business IT Alignment
for ALSTOM Power, Paris, France; chief knowledge officer for ABB ALSTOM Power,
Mannheim, Germany; and chief information officer for ABB Germany. As ABB’s
CIO, he was responsible for developing strategic directions and the coordination
of IT support among more than 60 ABB operating companies in Germany. Dr. Grossmann
was manager for ABB’s Corporate Research Engineering Systems Integration
Program. As ESI program manager, he was responsible worldwide for the identification,
acquisition and tech-transfer of maturing information technologies into ABB
business units to enable business and engineering processes.
Abstract
ALSTOM Power Project: An Owner/Operator and EPC
Success Story
The recently completed (PAC) combined cycle Cockburn power plant project built
for Western Power, Australia will be described as an example of ALSTOM Power's
use of global integrated engineering from project set-up, project execution
and into the handover phase. The use of global engineering and project management
processes have played a key role in delivering the power plant more than three
months before contract delivery date.
A key feature of the Cockburn success story was the implementation
of global functioning 3D planning tools and daily information/data exchange
which has resulted in very early clash detection with subsequent significant
reduction of usual costly workarounds on the building site. A consequence
of the 24 hour data exchange was continual updating of the engineering database
(EDB) which serves as a data warehouse for the project. The same EDB has resulted
in higher quality "as built" engineering data/information, not O&M
documents, to be handed over to the customer with access via portal technology.

The use of an integrated engineering approach over a project's
life cycle is part of ALSTOM Power's business approach to a full service provider
in the aftermarket based on life cycle asset information management. Relevant
